CEPEBUD-Liberia Partners with LOIC to Develop a Five-Year Strategy for TVET Programs
At the Center for Peace Building and Democracy in Liberia (CEPEBUD-Liberia), we are committed to fostering sustainable development and empowering communities through strategic collaboration. In line with this commitment, CEPEBUD-Liberia is proud to partner with the Liberia Opportunity Industrialization Center (LOIC) to develop a comprehensive five-year strategic plan for their Technical and Vocational Education and Training (TVET) program across the country. This partnership underscores the shared vision of CEPEBUD and LOIC to equip Liberia’s youth with the skills and knowledge necessary to drive economic growth and create meaningful employment opportunities. The TVET program is designed to address the pressing challenges of youth unemployment, skills gaps, and economic disparities by providing hands-on training in market-relevant trades. Through this strategic planning process, CEPEBUD is working closely with LOIC to: Set Clear Goals: Define achievable objectives for expanding the reach and impact of TVET programs nationwide. Enhance Curriculum Relevance: Align training programs with current labor market demands and emerging economic opportunities. Strengthen Partnerships: Foster collaboration with government agencies, private sector stakeholders, and local communities to ensure sustainable program implementation. Ensure Inclusivity: Promote access to TVET for marginalized groups, including women and youth in underserved areas, to create equitable opportunities for all. The five-year strategic plan will serve as a roadmap for transforming LOIC’s TVET program into a robust, scalable, and impactful initiative that contributes to Liberia’s economic and social development. The Human Rights Defenders (HRD) Policy Drafting is being sponsored by the Office of
the
UN-High Commission on Human Rights which is in fulfillment of its mandate in
supporting
Best practices on international human right conventions, treaties and national laws, and
Policy and programs which are relevant human rights principles and standards with
National and local institutions in Liberia.
Currently, there is on-going National Awareness (2024-2025) and Consultation aimed
at finalizing the National Human Rights Defenders Policy for Liberia. The national policy
Formulation has been taking place separately through technical workshops which bring
together a cross section of human rights defenders from Lofa, Bong, Nimba, Rivercess,
Grand Bassa, and Maryland. Other counties include Montserrado, Grand Gedeh, Bomi,
Gbaporlu, Cape Mount counties, among others.
2024-2025; National Advocacy for the Abolition of Death Penalty in Liberia:
CEPEBUD-Liberia is among the leading CSOs working with the Civil Society
Human Rights Advocacy Platform of Liberia (CSO-HRAP), foreign
embassies including the British, French, South Africa, and Irish among
others. CEPEBUD-Liberia is
Human Rights Advocacy Platform of Liberia (CSO-HRAP) in facilitating
Regional dialogue and Consultation as part of the Public Outreach to
Increase Support for the Abolition of Death Penalty in Liberia through
engagement with a number of
local and National leaders from Grand Cape Mount, Gbarpolu, Bomi and
Montserrado Counties. The advocacy is part of efforts to ensure that Liberia
conforms to international treaties and conventions including the ICCPR.

The CSOs national advocacy for the abolition of death Penalty is gear
towards persuading the new Liberian Government and Liberian people to
reject the use of the death penalty, with the result that Liberia fully ratifies the
2 nd Optional Protocol to the International Covenant on Civil and Political
Rights (ICCPR) and no further individuals are sentenced to death.
In 2022, Liberia's Senate passed a bill to abolish the death penalty. The bill
was the result of a civil society effort to push for abolition, and was validated
by a committee set up by the Ministry of Justice. The bill was then submitted
to the national legislature. The project will increase public support for the
abolition of the death penalty and draw up a clear plan for the ratification and
domestication of the Protocol, with all prisoners removed from “death row”
and successful passage of the law through both Houses.

This project contributes to important efforts which will abolish the death
penalty at the national in Liberia. The project will also ensure major public
supports for the abolition of the death penalty in Liberia and that a clear
process is established to ratify and implement the agreement, that all
prisoners be removed from the "death penalty" and that legislation reaches
both Houses.

Report on the Convention of the Rights of the Child (CRC-
(NHRAP 2013-2018/2019-2023): National Human Rights Actions Plan of
Liberia:
CEPEBUD-Liberia has been working with the Ministry of Justice on a
number of national and international human rights policies.
CEPEBUD Liberia has played crucial and technical role in design the
policy and creating community based awareness at the county/community
level.
The NHRAP is led by the Justice Ministry as part of government
commitment to uphold national and international human rights obligations
which are being channeled through the Universal Periodic Review
Mechanisms of the UN-Human Rights Council. The National Human
Rights Action Plan reinvigorates Liberia's commitment to foster and
guarantee the overall development of all persons and populations by
respecting, defending and promoting their human rights, ensuring the full
exercise of civil, political, social, economic, cultural, and environmental
rights deemed inseparable, interdependent, and equally essential

4. PMU/UNDP: CEPEBUD Liberia supported the conduct of Civic Voters
Education on the October 10, 2023, Presidential and Legislative Elections in
Liberia; CEPEBUD-Liberia was assigned to electoral districts: ED no. 10, 6 & 5; with
support from PMU-Liberia, This was a national Civic Voter Education campaign in
which CEPEBUD was engaged in the creative and informative presentation on the
2023 CVE Elections and effectively ensured IEC/CVE campaign’s strategies aimed
at increasing voters participation.
5. 2023 UNLDC5: United Nations International Conference on Least Developed
Countries
(UN-LDC 5).
In March 2003, DOHA, Qatar, CEPEBUD Liberia represented a cross-section of
Liberian
Civil Society Organizations (CSOs) at the 5 th International United Nations Conference
on
Least Developing Countries (LDC) held in the Asian Peninsular of Doha, Qatar.
The 5 th International UN-LDC was organized by the Office of the High Representative for
Least Developed Countries, Landlocked Developing Countries and Small Island
Developing States leading and coordinating substantive support to the global review of
the Doha Programme of Action, including through:
The Doha Programme of Action for the Least Developed Countries for the Decade
2022-
2031 (DPoA), manifests a new generation of renewed and strengthened commitments
between the least developed countries and their development partners, including the
private sector, civil society, and governments at all levels.
The Doha Programme of Action 2 has six key focus areas for action namely:
1. Investing in people in least developed countries through eradicating poverty and
building capacity to leave no one behind;
2. Leveraging the power of science, technology, and innovation to fight against
multidimensional vulnerabilities and to achieve the Sustainable Development
Goals;
3. Supporting structural transformation as a driver of prosperity;
4. Enhancing international trade of least developed countries and regional
integration;
5. Addressing climate change, environmental degradation, recovery from the
COVID-19 pandemic and building resilience against future shocks for risk-
informed sustainable development;
